The US Now Rates Four East African Destinations Three Ways.

Kenya's new US Level 3 will probably outlast its nine Ebola cases: Uganda is still at Level 4, 89 days after declaring its outbreak over

The US cut Tanzania to Level 2 on 16 Oct and raised Kenya to Level 3 on 19 Oct; Rwanda is at Level 3 and Uganda at Level 4 (State Department, read 25 Oct). The ratings do not follow the cases. Kenya has nine, in one cluster (MoH, 23 Oct). Uganda has none (20 Oct) yet is at Level 4.

What everyone is missing: the argument is whether Kenya's outbreak will grow. The better question is how long the rating outlasts it. Uganda declared its outbreak over on 28 July; the US page still read Level 4 on 25 Oct. Its central bank held an emergency meeting on 14 Oct and raised its rate to 12%, citing weaker tourism receipts among other causes. Kenya following suit is our inference.

2️⃣ UGANDA'S OUTBREAK ENDED, ITS ADVISORY DID NOT, AND ITS CENTRAL BANK CALLED AN EMERGENCY
The Bank of Uganda raised its rate from 9.75% to 12.0% on 14 Oct, the largest move since 2011, citing energy, the shilling and a US$4.6bn current-account gap, partly from lower tourism receipts (Nairametrics, 14 Oct). The shilling is down over 11% since January (Daily Monitor, 15 Oct).

3️⃣ KENYA'S EBOLA COUNT IS NINE, ONE CLUSTER, AND THE FIRST CONTACTS LEAVE QUARANTINE TODAY
Nine cases, two deaths, 135 contacts traced, no community spread or travel restrictions (MoH, 22–23 Oct). Nigeria says its case is closely related to Kenya's index case (Al Jazeera, 23 Oct).

4️⃣ TANZANIA'S DOWNGRADE ARRIVED WITH A NEW ENTRY FORM FOR EVERY TRAVELLER
Since 17 Oct every mainland arrival needs an online health form (Travel Advisory No. 18). US$44 insurance applies since 1 Oct. No booking link to the downgrade is yet established (ATTA, 19 Oct).
