1️⃣ THE UGANDA ENTRY BAN FINALLY PUBLISHED — WITH A DEADLINE NOBODY HERE IS WATCHING

The CDC's 11 September Title 42 order was published on Wednesday as 91 FR 58673–58679, Docket No. CDC-2026-0892 (Federal Register, 16 September 2026). On Tuesday we said it was six days old and unpublished. It suspends entry of covered aliens present in DRC, Uganda or South Sudan in the previous 21 days — and states: "Written comments must be received on or before October 1, 2026."

WHAT EVERYONE IS MISSING
The argument East Africa keeps making has already lost. The order's own footnote 8 cites WHO's page announcing Uganda ended its outbreak after the 42-day countdown, accessed 10 September. CDC read it and kept Uganda in the operative clause anyway. "Uganda is clean" is not new to this agency. It is footnoted.

The argument that nearly landed is the one nobody here is making. A commenter said counting airside transit as "presence" is indefensible — a passenger who never clears immigration, in a disease not transmissible before symptoms. CDC agreed on the science and refused anyway, on operational grounds. A feasibility refusal is the kind that moves when someone shows the alternative is workable. And it bites hardest here: ninety minutes connecting through Entebbe becomes a 21-day US-entry disqualifier.

CDC received three comments on the August order. Three, worldwide.

🎯 So what: Screen your own people — any non-US-passport colleague or owner routing through EBB, Juba or Kinshasa inside 21 days of a US trip is inadmissible, airside included. Then file at regulations.gov, docket CDC-2026-0892, before 1 October. Argue transit, not Uganda-is-clean.

2️⃣ BA IS BACK IN TANZANIA — BUT READ THE TIMETABLE, NOT THE PRESS RELEASE

BA2163, London Gatwick–Kilimanjaro–Zanzibar, three weekly Mon/Thu/Sat, 29 May to 31 October 2027 (British Airways via Head for Points, 17 September 2026). JRO arrival 20:20, ZNZ arrival 22:25, Zanzibar departs 00:25.

Gatwick, not Heathrow, means no connecting bank: a UK point-to-point leisure pipe sold through tour operators, not a US or European feeder. And it runs the northern summer — closing 31 October, before Zanzibar's December–February peak.

🎯 So what: JRO lands after dark, so every safari on this flight needs a Moshi or Arusha overnight before day one — package it. Zanzibar's 00:25 departure is a late-checkout and day-room line; price it now. Beach: shoulder volume, not peak. Do not reprice December against it.
