1️⃣ KENYA BROKE GROUND ON A US$16BN, 700,000-BARREL REFINERY IN LAMU ON 30 SEPTEMBER
President Ruto and Aliko Dangote launched the East Africa refinery on LAPSSET land beside Lamu Port: KSh2.2tn (US$16bn), 700,000 barrels a day, about three years of construction and a 2030 operating target. Backers claim 60,000 direct jobs. A suit by 133 Chandavai residents is pending; the High Court declined to halt the work (The Star, 30 Sep; KWS, 30 Sep). Our inference: Lamu gets a construction-crew market and a heavy-industry neighbour in the same decade, and the two segments rarely share a property. We have not read an environmental licence.

🎯 So what: Lamu and Manda owners should decide this quarter whether they sell to contractors or to heritage guests, and ask NEMA for the licence status before pricing 2028 stock.
2️⃣ TANZANIA'S US$44 INBOUND INSURANCE IS IN FORCE FROM TODAY, 1 OCTOBER
Travel Trade Journal (29 Sep) reports the Ministry of Finance notice splits the purchase: Mainland entry through NIC, Zanzibar through ZIC, US$44 for up to 92 days under GN 256 of 2026. We have read NIC's FAQ (30 Sep), not the ministry notice itself. No postponement is announced; we have found no report yet of how it is checked at JNIA or KIA.

🎯 So what: ask every guest who lands from today how it was checked and send it to your DMC; quote the charge as a government cost outside the net rate.
3️⃣ THE US ENTRY BAN ON NON-CITIZENS RECENTLY IN UGANDA EXPIRES 11 OCTOBER UNLESS CDC RENEWS IT
CDC's order bars non-US nationals who were in the DRC, Uganda or South Sudan within 21 days; the current 30-day term runs to 11 Oct (Erickson Immigration, 14 Sep). CDC's page, updated 23 Sep, still lists Uganda, with enhanced airport screening for US citizens (CDC, 23 Sep). Uganda's own health dashboard shows zero admissions. Our inference: a renewal is the likelier outcome while DRC cases keep rising, but nothing is published yet.
