Uganda is Ebola-free and still banned. On 11 September the reason changed — and the new one has no exit.

Every US order against Uganda since May rested on a fact: the disease was there. Clear it, clear the order. Friday's order says otherwise — Ebola is "recently present in Uganda," with "a material risk that the outbreak will spread… again to Uganda." Uganda is now listed for what might happen to it. There is no 42-day countdown for that.

What everyone is missing. A health renewal, a Kenya footnote, two inflation prints and a record month in Zanzibar share one mechanism: provenance. Demand routed through a foreign risk framework is priced on forecasts you cannot falsify; demand routed inside the region is priced on your own cost base — which is why the cheapest cost base set the record. The bill is contractual: you are signing 2027 dollar rates against a designation with no forecastable expiry and a cost base moving at 4.3% to 15.7%. An indexation problem, not a rate negotiation.

Fifth 30-day Title 42 order, issued 11 Sep 2026, running to ~11 Oct (CDC port-health PDF, read in full; not yet in the Federal Register). It records Uganda's 27 Aug all-clear, then keeps it listed on prospective re-importation grounds. DRC: 6,779 confirmed, 3,267 deaths, 61 health zones at 9 Sep — from 4,318 / 2,011 / 41 a month earlier.
🎯 So what: stop quoting a recovery date. Re-paper Q4 and 2027 so re-book-not-refund triggers on designation, not outbreak.

2️⃣ NAIROBI IS NAMED IN A US ENTRY RESTRICTION
The same order lists NBO and Addis Bole among hubs whose US connectivity creates a pathway for an asymptomatic case. Kenya is not restricted. It is characterised.
🎯 So what: risk teams read these documents. Put JKIA's naming in your own annexe, dated — a conduit you disclose beats one they find.

3️⃣ ELEVEN POINTS OF INFLATION SEPARATE TWO NEIGHBOURS
Rwanda's August headline printed 15.7% (NISR, ~10 Sep): restaurants and hotels +15.6% y/y, utilities +20.4%, transport +24.2%. Tanzania printed 4.3% (NBS, 8 Sep); Kenya 6.6%; Uganda 4.1%.
🎯 So what: Kigali — reopen every 2027 dollar rate agreed before this print. Your cost line moved 15.6%; your contract moved zero.

4️⃣ ZANZIBAR'S RECORD CAME THROUGH THE REGIONAL DOOR
OCGS August: 124,481 arrivals, +18% on August 2025, at 92.9% bed occupancy. Europe fell to 58.1%. Of 114,553 air arrivals, 39,339 came on domestic flights from the mainland.
🎯 So what: 92.9% is capacity, not pricing. Sell length-of-stay into Sep–Nov; defend mainland air allocation first.
