In four days, Tanzania puts a $44 insurance policy behind every foreign visitor who lands. Kenya tried to put a $50,000 one behind every visitor five weeks ago and still can't get it past a judge.

Both governments reached for the same tool this year. Tanzania's GN 256/2026, gazetted 4 Sep, goes live 1 Oct — $44 via existing state insurers (NIC mainland, ZIC Zanzibar), 92 days' cover. Kenya's Sh6.4m (~$50,000) mandate has been frozen by the High Court since 24 Aug; the 16 Sep hearing produced no ruling we can find. Nobody has linked these as one story. Same idea, tested twice in five weeks, opposite results: Tanzania used its insurance regulator and a payable underwriter; Kenya used a single Health Gazette Notice that bypassed the Immigration Act actually governing entry.

What everyone is missing: the friction lands unevenly across one itinerary. A guest on the standard Kenya-into-Zanzibar run clears Nairobi and the Mara with no insurance gate, then hits a hard $44 purchase requirement crossing into Tanzania. Uganda and Rwanda, bound to Kenya inside the East Africa Tourist Visa, have no equivalent. Tanzania sits outside that visa union and moved alone. Not East Africa adopting a norm — the bloc fragmenting on a shared idea, right where itineraries stitch two markets together.
