1️⃣ RWANDA IS DENYING ENTRY ON 30-DAY DRC HISTORY
Foreign nationals who have travelled to OR TRANSITED the DRC within 30 days are refused entry to Rwanda (Rwanda Ministry of Health, Notice on Enhanced Ebola Prevention Measures). Rwandan nationals and residents may enter but face mandatory quarantine on the same history. Enhanced controls at Kigali International and all DRC land crossings. Note the irony: Rwanda has no cases, and reported no active cases in bordering areas as of 16 June.
🎯 So what: Audit every forward booking for DRC TRANSIT, not just DRC destination — a guest connecting through Kinshasa or Goma is caught. Any Virunga or Nyiragongo pairing with Rwandan gorilla trekking is unsellable inside the window. Contact affected guests BEFORE they discover it at check-in; an entry refusal at Kigali is a permanent refund and a catastrophic review.

2️⃣ KENYA AND TANZANIA ARE FRICTION, NOT DENIAL
Kenya's Civil Aviation Authority circular AIC 07/26 requires airlines on DRC/Uganda flights to issue an Electronic Traveller Surveillance Form before departure. Tanzania's Travel Advisory No. 17 (18 May) mandates a surveillance form plus temperature screening at all points of entry. Both countries remain open and unaffected — zero cases, precautionary measures only.
🎯 So what: Put the surveillance form into your pre-arrival email TODAY with the link. A guest meeting a form requirement at disembarkation is an avoidable bad review. And correct the framing actively — Kenya and Tanzania are being described as restricted when they are not. Nobody else will do it for you.

3️⃣ THE SECOND CLOCK NOBODY IS WATCHING
Uganda's outbreak can be declared over around 27 August. That will NOT clear these entry rules — they are keyed to the DRC outbreak, which continues. Two separate clocks.
🎯 So what: Build two recovery triggers, not one. Planning your whole Sept–Dec recovery on Uganda's declaration will leave you exposed if the DRC rules persist.

▪️ 0-6h: Pull every booking with a DRC leg — transit counts. Check Israeli-market exposure separately.
▪️ 6-24h: Kenya/TZ — surveillance form into pre-arrival comms. Rwanda — rebook affected guests proactively.
▪️ 24-72h: Brief DMCs in writing with the three-way distinction: Rwanda = entry rules, Kenya/TZ = screening only, Uganda = advisory. Agents are conflating all three, and whoever explains it clearly becomes their source.

▪️ Assume "destination DRC" is the test. It's transit.
▪️ Discount. Entry denial is the purest ability problem — no price opens a closed border.
▪️ Let Kenya and Tanzania be described as restricted.
💡 The substitution still works: Rwanda's gorilla product is unaffected for guests with no DRC history, and Uganda's permits are US$800 against Rwanda's US$1,500 — US$600 in April, May and November.
