1️⃣ UGANDA IS EBOLA-FREE β€” THIRTY DAYS EARLY

Health Minister Dr Chris Baryomunsi declared the 2026 Bundibugyo outbreak over in Kampala yesterday morning (Uganda Ministry of Health / Uganda Media Centre, 28 July): 20 confirmed cases, 18 recovered, two deaths, 15 imported from DRC and five secondary β€” every one of them inside Kampala and Wakiso. "The country is open for business, tourism and all socio-economic activities."

The declaration did not wait for the calendar. WHO AFRO's release of 16 July said Uganda had "today entered the 42-day countdown" β€” which lands around 27 August, the date we and everyone else had diarised. Uganda instead counted from 16 June, the discharge of the last Ugandan national, and rested the declaration on what the Ministry calls a fully documented importation event: source patient identified, every transmission chain reconstructed, all 836 contacts closed out. Two clocks, one outbreak.
🎯 So what: Replace the countdown language in every pre-arrival email, agent FAQ and website health notice today with "declared over on 28 July 2026" and the Ministry link. You have a government document now, not a diary date.

2️⃣ NOBODY ABROAD HAS SIGNED OFF ON IT

As at 08:00 EAT this morning we can find no WHO statement endorsing the declaration β€” WHO AFRO's newsroom still carries the 16 July countdown release as its most recent Uganda Ebola item. Washington has not moved either: the CDC order under PHS Act ss.362/365 (91 FR 43636, 16 July) still suspends entry for anyone present in Uganda in the previous 21 days and runs to 4:59pm EDT on 12 August, with returning travellers funnelled through Dulles, Atlanta, Houston and JFK. Across the border, DRC stood at over 3,200 confirmed cases and 1,405 deaths as at 26 July (ECDC).
🎯 So what: Sell "outbreak over", not "restrictions lifted". A guest who books a US-return itinerary on yesterday's headline still cannot fly home for 21 days. Keep the warning in every American quote.

3️⃣ THE DOCKET SHUTTING ON FRIDAY NOW HAS A DECLARATION TO PUT IN IT

Comment on docket CDC-2026-0892 closes on 31 July. CDC refused the previous round of requests to assess Uganda separately from DRC because "the outbreak remains interconnected across national borders." A formal end-of-outbreak declaration landed three days before the window shuts. That reasoning is now testable in writing.
🎯 So what: If you sell Uganda to Americans, file at regulations.gov by Friday β€” attach the 28 July declaration and your own cancellation numbers. Last formal channel before the 12 August decision.
