1️⃣ EBOLA'S WORST WEEK YET — AND A SECOND DECISION DATE
The DRC Bundibugyo outbreak is accelerating, not plateauing. In epidemiological week 30 it logged 567 cases and 296 deaths — the highest weekly totals since transmission began, per WHO DON614 (published 1 Aug, revised 3 Aug). Since the 17 July update, +1,481 cases and +759 deaths. Cumulative: 3,605 confirmed, 1,587 deaths, 44% CFR — now the largest Ebola outbreak ever recorded in DRC, past the 2018–20 total of 3,317. New on the calendar: the WHO IHR Emergency Committee meets 18 August, six days after the US CDC §362 entry order expires (4:59pm EDT, 12 Aug, per 91 FR 43636).
🎯 So what: the acceleration removes any epidemiological basis for the US to ease the 12 Aug order — plan for renewal with DRC listed and Uganda held at Level 4. But tell agents the honest split: Uganda's own outbreak is OVER (28 Jul) and the WHO explicitly advises AGAINST travel restrictions. The friction is US policy on the US source market, not risk on the ground in Kampala, Nairobi, Kigali, Dar or Zanzibar. Don't model US entry relief into the Sept–Oct peak.

3️⃣ COST PULSE: THE PLANNING WINDOW IS STILL OPEN
EPRA holds Nairobi super at KSh 214.03/L and diesel at KSh 222.86/L to 14 Aug. Murban crude, the leading indicator for the next review, sits at USD 67.99/bbl — the 15 Aug cycle is more likely to hold or fall than rise. KES steady at 129.30/USD; reserves at 6.0 months' cover. The quiet killer: Kenya electricity pass-through charges now top KSh 5/kWh and rose again in July.
🎯 So what: lock safari-transfer and generator-fuel contracts before the 15 Aug review. Read the pass-through line on the power bill, not the tariff band.
