Under amendments to the Electronic Transactions Act (effective 1 July 2026) and the Finance Act 2026, hotels, restaurants and safari operators must run a compliant digital-payment facility — Lipa Namba or TANQR — to obtain or renew a business licence. A Kenya Gazette notice (30 July 2026) sets out mandatory travel-health insurance for most international arrivals — minimum cover US$50,000 (medical, evacuation, repatriation).
