Yesterday we said the framework was being re-decided. It was. Uganda stayed coupled β€” and the harder rule isn't American.

CDC's returning-travellers page, updated 12 August 2026, cites the agency's "renewed August 12 order, under 42 CFR 71.40" continuing restrictions for travellers recently in DRC, Uganda or South Sudan. The signed order landed on CDC's server as `August-T42-Order_08.11.2026-signed.pdf` β€” our radar first saw it at 22:51 EAT on 12 August. CDC's own legal-authorities page still reads "July 20, 2026" and still names 13 July as current: the renewal is real, the canonical page hasn't caught up.

Substance unchanged. DRC is a hard 21-day block on everyone, US citizens included. From Uganda or South Sudan, US citizens aren't restricted but are rerouted to Dulles, Atlanta, Houston or JFK for screening. Green Card holders are named as restricted.

🎯 So what: The decoupling didn't happen. Brief agents that the rule is unchanged, not lifted β€” the 28 July Ebola-free declaration bought nothing at the US border. Next decision ~10–11 September.

2️⃣ πŸ‡¨πŸ‡¦ CANADA IS THE HARDER RULE β€” AND NOBODY IS QUOTING IT

Per travel.gc.ca (notice modified 23 July 2026), since 20 July anyone who has been in Uganda or South Sudan in the past 21 days may travel to Canada but must quarantine 21 days on arrival unless exempt. DRC arrivals are barred outright. The measures run under the Quarantine Act to 29 August 2026, 23:59 EDT.

🎯 So what: For a US guest the rule is a nuisance; for a Canadian it eats three weeks of annual leave on the way home. Audit your North American book and split the comms β€” one line covering "North America" is wrong. And 29 August is a stated expiry, not a rolling renewal.

3️⃣ πŸ‡ΊπŸ‡¬ KAMPALA KEEPS THE BORDER MARKETS SHUT

Health Minister Dr Chris Baryomunsi told Parliament on 12 August that markets and large gatherings stay closed in DRC-border communities despite the 28 July declaration: "We are seeing that the infection rates are quickly approaching the borders of Uganda." DRC has passed 2,000 deaths and 4,300 cases. The task force reviews the measures next week (New Vision, 12 Aug).
