Africa's own scientists have put a number on the outbreak that decides Uganda's US restriction. It went the wrong way β and the vaccine line is no longer supportable.

At midday we said the condition freeing Uganda from the US entry order is a DRC number. Tonight we have it. Africa CDC's Emergency Consultative Group, chaired by Prof. Salim Abdool Karim, reports 4,449 confirmed cases, 2,061 deaths, 46.3% fatality in DRC, ~100 new cases a day, R(t) consistently above 1 (Africa CDC statement, 14 August). Its words: the epidemic is "still growing rapidly, and faster than previous Ebola epidemics." Against the US order's 4,318 and WHO AFRO's 4,381 for 9 August, the curve has not turned.
What everyone is missing: the vaccine sentence. On Ervebo against Bundibugyo the ECG is blunt β "no reliable evidence of its clinical efficacy", and "a reasonable chance the vaccine is not effective." It recommends use under trial protocol, not rollout.
Since 2019 the reassurance script has been "Ebola is vaccine-preventable." For this strain, Africa's own experts say that is not established. And 63% of deaths in the last fortnight occurred in the community, not treatment centres β detection, not capacity, is the constraint.

π― So what: Strike the vaccine line from every agent script and insurer letter tonight. Use transmission facts instead β no Ugandan case since 21 June, none outside Kampala, no community spread. Brief 11 September as continuation, not release.
2οΈβ£ π TWO CDC PAGES, TWO DIFFERENT MAPS
We checked both tonight; we haven't seen this reported anywhere.
CDC's Travel Health Notices index (read 16 Aug, ~19:00 EAT) states under Level 4: "Currently there are no Travel Health Notices at this level." Its Ebola notices β Level 3 for Ituri, North and South Kivu, Level 2 for DRC and Uganda β are dated 15 June 2026.
CDC's Ebola situation summary (page dated updated 12 August 2026) instead "recommends avoiding all travel to Ituri and Nord-Kivu... and avoiding nonessential travel to Haut-Uele and Tshopo."
Not the same map. Risk vendors and insurers ingest the index because it is machine-readable β so a client's system sees June while their risk officer reads August.

π― So what: When an account cites "CDC guidance", ask which page, dated when. Neither names Kenya, Tanzania, Zanzibar or Rwanda β lead with that.

STILL TRUE β The live CDC index confirms our midday reading: Uganda at Level 2. Tanzania and Zanzibar remain US Level 3, unchanged since 31 Oct 2025 (travel.state.gov, verified 4 Aug). Don't discount as though something moved.
