Seventy thousand Ebola vaccine doses reached the DRC this week. They read like the cavalry. They are not — and Uganda's tourism trough is longer than the headline suggests.

1️⃣ 🇨🇩➡️🇺🇬 THE EBOLA VACCINE THAT WON'T LIFT UGANDA'S "DO NOT TRAVEL"
The UN's vaccine coordination group allocated 70,000 Ervebo doses to the DRC this week — 20,000 for a Phase 3 clinical trial, 50,000 for frontline health workers (WHO & Africa CDC, 20 Aug). The catch operators need to hold: Ervebo is a Zaire-strain vaccine, and its efficacy against the Bundibugyo virus driving this outbreak is unproven — that is what the trial exists to test. So this is a research event, not a containment event. The DRC epidemic is still the fastest-growing on record — 5,290 cases, 2,516 deaths to 19 Aug, up 81 cases in a day, with an M23 conflict blocking the contact-tracing containment depends on (ECDC, 21 Aug).

🎯 So what: The reflex read — "vaccines arriving → outbreak turning → advisory relief coming" — is wrong. A trial gives the US State Department no basis to move Uganda off Level 4 or Rwanda off Level 3. Uganda closed its own 20-case flare-up weeks ago; it carries the advisory for its neighbour's crisis, not its own. Plan the Ugandan gorilla-tourism trough as a long tail into 2027, not a Q4 rebound — and lean on regional and non-US source markets while the US sits at "Do Not Travel".
2️⃣ 🇺🇸 US COURT VOIDS THE 75-COUNTRY VISA BAN — READ THE SMALL PRINT
A federal judge (Jeannette Vargas, SDNY) struck down the Trump administration's suspension of immigrant visas to nationals of 75 countries as beyond the Secretary of State's authority (Al Jazeera / CNN, 22 Aug).

🎯 So what: It covers immigrant (permanent-residence) visas only — not tourist or student visas — so there is no direct inbound-leisure effect. Relevance is diaspora/VFR traffic and a reminder that US entry policy remains a moving target. Don't let an agent read this as "the US just reopened travel."
