The Expert Brief — Tanzania Is Now Power-long.

🌍 THE EXPERT BRIEF — TANZANIA IS NOW POWER-LONG. ZANZIBAR STILL CAN'T PLUG IN.

On 22 August Tanzania inaugurated the 2,115MW Julius Nyerere Hydropower Project, lifting installed capacity to 4,646MW against roughly 2,271MW of peak demand — a surplus near 2,375MW (TanzaniaInvest, 23 Aug 2026). For a region where hotels budget diesel gensets as a standing cost line, a neighbour turning structurally power-long is a competitiveness event.

The catch most will miss: the surplus stops at the water. Zanzibar — Tanzania's highest-value tourism zone — draws power over two submarine cables running at 98.8% and 97.3% of capacity, capping reliable island supply near 135MW against a ~65MW deficit (The Citizen TZ / AfDB). The bottleneck has moved from generation to transmission. Mainland abundance does not reach an Unguja beach resort until the planned 220kV upgrade and new 270MW cable are commissioned.

🎯 So what, by segment:
• CITY (Dar, Arusha, Dodoma): the clear winner — grid reliability should ease genset reliance. Revisit 2027 diesel-backup assumptions, but don't bank a tariff cut nobody has announced.
• BUSH: mostly off-grid solar+diesel, so direct gain is marginal; the win is gateway-town reliability and cold chain.
• BEACH (Zanzibar): do NOT cut genset capex or fuel budgets on the mainland headline — your power risk is unchanged this season.
• KE BENCHMARK: Kenya's EPRA pass-through charges hit a combined KSh4.70/kWh in August (Kenyans.co.ke, 18 Aug 2026), on Nairobi diesel at KSh217.86/L. The mainland-TZ-vs-Kenya energy cost gap is widening.

🟢 STILL TRUE: Zanzibar's US advisory holds at Level 3 (unchanged since 31 Oct 2025; UK Level 1) — no downgrade off the regional Ebola noise. Don't pre-emptively discount (verified 4 Aug 2026).
