Uganda holds the WHO's certificate. Washington's page hasn't moved in 84 days — and the reason is written in Washington's own advisory history.

1️⃣ 🇺🇬 WHO CERTIFIES UGANDA EBOLA-FREE — AND THE US LEVEL 4 STILL DOESN'T BUDGE
The WHO confirmed this week that Uganda has cleared the 42-day monitoring period with no new transmission (Al Jazeera, 26 Aug 2026). Total: 20 confirmed infections, two deaths, last case 21 June. Kampala had declared it over on 28 July, counting from an earlier date — hence the month's gap. Permanent Secretary Diana Atwine: "Unless they have other reasons, they should definitely lift the restrictions off the country."
We read travel.state.gov directly this afternoon. Uganda remains Level 4 — Do Not Travel, issued 4 June 2026. Unchanged for 84 days.
What everyone is missing: State's own advisory history says the 17 May move to Level 4 was made "due to the Ebola Bundibugyo Virus Disease outbreak in Ituri Province in the DRC." The trigger was never Ugandan epidemiology. Ituri is now the epicentre of the largest Ebola outbreak ever recorded — 5,656 confirmed cases, 2,715 deaths as at 25 August, still climbing (DRC government data cited by ECDC, via Al Jazeera, 26 Aug 2026). Kampala cannot clear a condition set 877km away.
🎯 So what: stop treating the Level 4 as a countdown. Contract 2027 as though it holds, reweight allocation towards UK, EU, Gulf and EAC trade, and ask your US agents this week what their insurers do with a Level 4 destination.

2️⃣ 🇺🇬 KAMPALA SPENDS THE ALL-CLEAR ON CAPACITY, NOT MARKETING
Uganda took delivery of the antibody treatment MBP134 at Kajjansi on 26 August (Uganda Ministry of Health, 26 Aug 2026) and a Shs 1.87bn mobile laboratory (Daily Monitor, 27 Aug 2026). It is also opening two further treatment centres inside the DRC — four in total — and supporting labs at Aru and Kasenyi in Ituri (Al Jazeera, 26 Aug 2026). Right public health. Commercially, it hard-wires the Uganda–Ituri association into the very documents advisory desks read.
🎯 So what: send agents the arithmetic — 20 against 5,656 — not adjectives.

3️⃣ 🌍 H1 2026: THE WORLD'S HOTELS GREW ON RATE, NOT HEADS
Global RevPAR ran 3–4% for the major chains in H1 2026, but occupancy plateaued across most markets — the growth came from ADR (Hospitality Net, 27 Aug 2026).
🎯 So what: if Uganda volumes disappoint this quarter, discounting is the wrong lever. Hold BAR, cut the length-of-stay minimum instead.
