1️⃣ UGANDA STOPS MOVING TOMORROW 07:00–10:00. TOURISTS ARE EXEMPT.

Uganda's second mandatory National Cleaning Day falls tomorrow, Saturday 29 August, 07:00–10:00. Nationwide: vehicles, motorcycles and bicycles off the roads, vessels restricted on water, businesses closed, police enforcing (Uganda Police spokesperson Kituuma Rusoke, 24 August 2026).

Police published exemptions after what they called challenges during the first round on 25 July: patients, hospital staff with ID, journalists on duty, security personnel, people travelling abroad, cross-border traffic on designated routes — and tourists.

Read it precisely: police said exemptions are not unrestricted movement, and guests may be asked to identify themselves. The UK FCDO page, updated 27 July, still calls it "unclear… what it means for UK travellers, including for hotel and airport access" — written four weeks before police clarified.

🎯 So what: Brief guests tonight, not at breakfast. Shift 07:00–10:00 airport transfers and game-drive departures either side of the window, or send guests with a printed itinerary, passport copy and lodge contact. Brief drivers now: designated routes, no improvising.

2️⃣ KING OYO OF TOORO HAS DIED

Omukama Oyo Nyimba Kabamba Iguru Rukidi IV died about 22:00 on Thursday 27 August, aged 34, ending a 31-year reign — announced by Tooro Kingdom PM Calvin Armstrong Rwomiire Akiiki (The Independent / ChimpReports, 28 August 2026). Funeral arrangements are still to be announced. Tooro's seat is Fort Portal — gateway to Kibale, the Rwenzoris, Semuliki and the northern approach to Queen Elizabeth.

🎯 So what: Expect processions and road closures around Fort Portal and Kabarole once dates are set, and a subdued local tone. Don't book celebratory events there next week.

3️⃣ ⚠️ CORRECTION — WE HAD THE UK ON UGANDA WRONG FOR NINE MONTHS

Our board said the UK advised against all-but-essential travel to Queen Elizabeth and Semuliki. It does not, and has not since 2 December 2025. Checked against gov.uk today: every "advises against all travel" line on the Regional risks page refers to the DRC and South Sudan, not Uganda. Board corrected.

🎯 So what: The widest advisory split in the region, and it runs in your favour — the US holds Uganda at Level 4 Do Not Travel, the UK advises against travel to no part of it. If you sell into the UK or EU, put that in writing to your agents this week.

4️⃣ 🇷🇼 RWANDA GOES TO 8.75% AS INFLATION HITS 14.5%

BNR's MPC met 26 August and raised the Central Bank Rate 50bp to 8.75% — a third straight rise, +175bp since November 2025. July inflation 14.5% against a 2–8% target; energy 45.7% (KT Press, 27 August 2026).

🎯 So what: Energy at 45.7% hits hardest — audit generator, cooking-gas and cold-chain contracts before Q4, and reprice RWF refurbishment plans now.

📡 Also corrected today: Zanzibar's July arrivals were an all-time record — 107,801, +9.6% (OCGS, published 14 August). Our midday edition said growth was "running out". It isn't.
