1️⃣ US STILL HAS UGANDA AT "DO NOT TRAVEL" — OVER AN ENDED OUTBREAK

We read the State Department's Uganda page this morning. It is still Level 4 — Do Not Travel, date issued 4 June 2026, with Health among its four indicators. The advisory history is explicit: Uganda was moved from Level 3 to Level 4 on 17 May 2026 "due to the Ebola Bundibugyo Virus Disease outbreak in Ituri Province in the DRC." The live page still describes mass-gathering restrictions in Kampala and 21-day quarantine for DRC arrivals.

Uganda's Ministry of Health declared the outbreak over on 28 July. WHO certified it on 26 August after the full 42-day countdown. The advisory has not been re-issued in 91 days. The UK, by contrast, advises against travel to no part of Uganda. State's own text links out to a CDC health notice filed under Level 2.

We haven't seen this gap reported anywhere yet.
🎯 So what: Stop waiting for the downgrade before you sell. Put the WHO 26 August certification and the FCDO position in your agent pack this week — you are selling against a US document, not a disease.

2️⃣ AND HERE IS WHY THE DOWNGRADE MAY NOT COME

DRC's health ministry put the outbreak at 6,186 confirmed cases and 3,007 deaths on 2 September (data to 31 August) — past 3,000 dead, and the second-largest Ebola outbreak ever recorded. Ituri alone carries 5,065 cases and 2,305 deaths. WHO's 14 August notice called it the fastest-expanding Ebola outbreak on record, CFR 46.8%, with no licensed vaccine for this strain.
🎯 So what: Washington's stated grounds were always Ituri, not Uganda. Inference, not fact — but budget Level 4 through Q4 and price US groups accordingly rather than holding inventory for a rebound.

3️⃣ 8.9 MILLION PASSENGERS THROUGH A 7.5 MILLION AIRPORT

KAA has disclosed that JKIA is running beyond design capacity and risks losing share to Bishoftu, Bugesera and Msalato (The EastAfrican, 2 September). The $900m upgrade to 25m passengers is tendered to CRBC but unfunded — ~$630m is still being arranged via TDB and AFC.
🎯 So what: Nairobi's hub premium has a visible expiry date. If your 2027 corporate rate card assumes JKIA connectivity, hedge it now with direct-arrival product.

4️⃣ $800 TO FLY MOMBASA–ENTEBBE

KATO's Coast representative Patrick Kamanga put the fare at nearly $800 — "equivalent to travelling to Europe" (The EastAfrican, 2 September). Uganda sent 234,556 visitors to Kenya in 2025. M-Pesa and MoMo still cannot pay each other's tills across the border.
🎯 So what: Your best-converting regional guest cannot pay you on their phone. Add a Ugandan mobile-money option at the coast before the 26–27 October summit talks about it.
