East Africa No Longer Has One Cost Base.

1️⃣ EAST AFRICA NO LONGER HAS ONE COST BASE. RWANDA'S HOTEL PRICES ROSE 14.2% THIS YEAR. TANZANIA'S ROSE 2.7%.

Same month, same statistical category. In the year to July 2026, restaurants and accommodation services rose 14.2% in Rwanda (NISR CPI, released 10 Aug 2026) and 2.7% in Tanzania (NBS, July 2026).

Behind it: Rwandan headline inflation 14.5% in July — transport +24.2%, housing/electricity/gas/fuels +21.0%, food +13.1%. BNR's MPC on 26 Aug put Q2 core at 12.3% and energy inflation at 45.7%, then took the policy rate to 8.75% on 27 Aug — a third straight rise, per Bloomberg a 17-year high. BNR forecasts 13.1% average this year, ~7.9% next, back inside its 2–8% band only in H2 2027.

What got missed: the currency has stopped paying for it. Dollar-earning operators used to be carried by the franc — Governor Rwangombwa told Parliament in Nov 2024 it had fallen 16.3% in FY2023/24. BNR reports it depreciated 0.5% in Q1 2026, on exports up 63%. So a dollar rate card held flat now buys roughly 14% less local input than in July 2025. Nothing on the rate sheet changed; the margin moved anyway. (Our calculation from NISR and BNR figures — inference.)

🎯 So what — this is a contract problem, not a quarterly one. RDB's 2025 annual report (28 Apr 2026) puts MICE at US$94.7m from 165 events. Congress business is won on bids placed years ahead and priced in dollars then; Visit Rwanda's own commitments run to 2028 and 2030; gorilla product enters brochures 12–18 months out. Compound BNR's forecast — 13.1% then 7.9% — and about 22% of cumulative cost inflation is already sitting inside signed prices.

KIGALI / MICE: audit every rate fixed beyond March 2027. Bidding for 2028? Price off BNR's forecast path. Energy-escalation clause in anything signed this quarter.
BUSH (Volcanoes, Nyungwe, Akagera): exposure is transport +24.2% and energy +21%, not the permit — that's a dollar pass-through. Set 2027 brochure rates against those lines.
BEACH / REGIONAL (Zanzibar, Diani): a real advantage, and temporary. On 2027 multi-country programmes the Tanzanian and Kenyan legs hold value better. Tell your DMCs now.

STILL TRUE — Uganda's standard gorilla permit is still US$800 (UWA, current). The reported US$1,800 habituation tariff from 1 Jan 2027 remains unsighted. Don't requote a 2027 habituation leg off it.
