WHO Is Provisioning 2,071 More Ebola Beds.
1️⃣ WHO IS PROVISIONING 2,071 MORE EBOLA BEDS. THAT IS THE REAL CLOCK ON UGANDA'S LEVEL 4.
WHO AFRO published field capacity numbers yesterday (7 September). As of 1 September, Ituri Province held 974 beds across 25 facilities in 19 health zones; 1,346 beds across all affected provinces. On 19 May — four days into the response — there was one 9-bed centre. Over 4,000 extra health workers have gone in since.
Then the forward line: over the next three months the response needs 6,200+ more staff and 2,071 more operational beds. Ituri runs at ~62% bed occupancy; Bunia's centres at 90–100%.
🎯 So what: that is a resourcing plan, not an epidemiological forecast — but nobody provisions 2,071 beds for an outbreak they expect to close in October (our inference, labelled). Washington raised Uganda to Level 4 on 17 May over this outbreak, and the PHEIC declared the same day names DRC and Uganda. Uganda's own outbreak ended 28 July, certified 26 August — yet Uganda sits inside a live PHEIC while the DRC side expands. If your Q4 plan assumes a US downgrade, rebuild it without one.
Worth putting in front of every agent: WHO explicitly advises against international travel and trade restrictions, and says border closures are not evidence-based.

2️⃣ ZANZIBAR ADDED TWO RESORTS ON SATURDAY — AND THE PRESIDENT ASKED THEM TO BUY LOCAL
President Hussein Ali Mwinyi inaugurated Anaya Hotels & Resorts Zanzibar and Kappa Senses Zanzibar at Pwani Mchangani, North Unguja, on 6 September. Combined investment above US$52m; 371 jobs for Zanzibaris, per the President. Kappa Senses lists 85 villas and suites on its own booking pages.
Mwinyi said Zanzibar now takes more than 100,000 visitors a month — his figure, not an OCGS release, and we have not yet matched it to the statistics office. He pressed hotels to buy more locally produced goods and open supply chains to local entrepreneurs.
🎯 So what: north-east coast stock is thickening at the top end. Treat the procurement message as direction of travel — document your local-sourcing share before someone asks for it.

3️⃣ STILL TRUE — THE US HAS TANZANIA AT LEVEL 3. IGNORE THE FEED SAYING LEVEL 1.
Our radar caught a US State Department feed item at 18:04 EAT last night headed "Tanzania – Level 1". We opened the rendered page this morning: "Travel Advisory October 31, 2025 — Tanzania Level 3: Reconsider Travel", on unrest, crime, terrorism (highest risk in Mtwara) and targeting of gay and lesbian individuals. Unchanged 312 days. The feed and the page disagree; the page is what State stands behind.
🎯 So what: don't discount against a rumoured upgrade. When an agent says Tanzania is cleared, send the page.
