Kenya Has Activated an El Niño Contingency Plan for October–december.

1️⃣ KENYA HAS ACTIVATED AN EL NIÑO CONTINGENCY PLAN FOR OCTOBER–DECEMBER. THAT IS YOUR SEASON.

The Ministry of Health has activated a Health Sector El Niño Contingency Plan. Forecasters expect eastern Africa wetter than normal October–December — strong El Niño plus a positive Indian Ocean Dipole, the pairing that preceded 1997 and 2019. Named: northern Kenya, Uganda, Rwanda, Burundi, Somalia, Ethiopia (WHO AFRO, 8 Sep 2026). Benchmark isn't 1997 — it's this March–May, when flooding hit 27 counties, killed 122 and affected 42,259 by 3 May.

🎯 So what: that's a health plan. Nobody is writing yours. Three things this week. Re-grade access roads and airstrip drainage — Mara, Amboseli, Samburu, Laikipia, western Uganda. Send agents a written wet-weather transfer protocol before the first washout; the operator who has one sells through a flood, the one who improvises issues refunds. And put a boil-water trigger in writing.

2️⃣ BUSIA SCREENS FOR EBOLA 08:00–18:00. THE BORDER MOVES FOR LONGER THAN THAT.

At Busia One-Stop Border Post — 3,000+ crossings a day on the Northern Corridor — screening of small-scale traders runs 08:00 to 18:00 only. WHO says the night gap is staff numbers, not capability; traders themselves asked for 24-hour cover. In August KNPHI, with WHO and IOM, trained 35 health workers and engaged 45 border stakeholders across Busia, Malaba and Lwakhakha (WHO AFRO, 9 Sep 2026).

🎯 So what: Kenya has no Bundibugyo case — but this is the detail an insurer or corporate risk buyer finds first. Western-circuit and Kisumu properties: name your nearest isolation referral pathway in your risk register this week.

3️⃣ THE REPEAT GUEST ISN'T LEAVING AFRICA. THEY'RE LEAVING YOUR LODGE.

A guest who spent US$20,000 two years ago now faces US$25,000–30,000 and is taking four-star-plus instead — the repeat is for the destination, not the property (David Ryan, Rhino Africa, via Tourism Update, 9 Sep 2026). Same report notes shorter stays and shorter lead times; one operator dissents, putting the sensitivity on airfare, not lodge rate.

🎯 So what: defend the repeat, not the rate. Build a real lower category inside your own estate — smaller tent, fewer inclusions, same guiding — before the guest finds one down the road.

📌 CORRECTION. This morning we said WHO's latest Ebola DON was DON614 (1 Aug) and the next was overdue. Wrong. DON615 (14 Aug) carried 4,665 DRC cases to 12 Aug; DON616 carries 5,794 cases and 2,786 deaths to 26 Aug, CFR 48.1%. The gap to DRC's SitRep 116 (6,686, 8 Sep) is ~2,000 over two weeks, not 3,081 over six. The second IHR Emergency Committee met 18 Aug and kept the PHEIC. WHO still advises against travel restrictions.
