1️⃣ EPRA FROZE THE PUMP. IT DID NOT FREEZE THE COST — AND DIESEL IS THE ONE THAT MOVED

At 16:04 today EPRA retained all three grades for 15 September–14 October: Nairobi super KSh 214.03, diesel KSh 217.86, kerosene KSh 191.38; Mombasa 210.87 / 214.58 / 188.09 (EPRA via The Kenya Times, 14 September 2026).

Underneath, nothing was flat. July to August the average landed cost of diesel rose 11.86% — US$855.59 to US$957.05 per cubic metre — and kerosene rose 9.71%. Petrol fell 7.87% (EPRA, 14 September 2026). Brent settled at US$101.21 on 9 September, its highest close since May, on Strait of Hormuz disruption (The Kenya Times, 10 September 2026). For scale: the Murban benchmark CBK carried in early July was US$67.99 (CBK Weekly Bulletin, 3 July 2026).

What everyone is missing — the subsidy ran toward us. The petrol cut motorists never received is what paid for the diesel rise they never paid. Hotels and camps do not run on petrol. They run on diesel: transfers, generators, boreholes, laundry. Still a borrowed month — Kenya drew KSh 938m from the Petroleum Development Levy Fund last cycle and KSh 945m the one before (EPRA / People Daily, August 2026).

🎯 So what: you have 30 days of known diesel cost and no more. Re-quote Q4 transfer supplements and generator surcharges against 217.86 this week, and put a fuel-adjustment clause in anything signed before 14 October.

2️⃣ THE REGIONAL FUEL GAP WIDENED THIS MONTH AND NOBODY WROTE IT UP

Tanzania moved the other way: EWURA cut capped petrol 102/L and diesel 101/L effective 2 September, Dar diesel to TZS 3,877 (EWURA via The BizLens, 2 September 2026). Uganda, which caps nothing, printed petrol +28.5% year-on-year in August (UBOS, August 2026).

🎯 So what: a Mara transfer and a Serengeti transfer now sit on different fuel curves. Price the Tanzanian legs off the September cut and the Kenyan legs off a frozen number that is about to thaw.

📋 On the record: we called this one wrong. On 15 August we said diesel would print above KSh 217.86 because the stabilisation kitty was near-depleted (P078). It printed at 217.86. The cushion was not exhausted — it was spent again.

🔎 Declared blind spots: Africa CDC's September bulletin remains unindexed (recovered via ReliefWeb); KCAA circulars came via the eAIP mirror, not the authority site. Both scanned, nothing new in either.
