Uganda has been Ebola-free for 86 days and is still banned. Here is the thing this industry keeps measuring wrong.

1️⃣ 86 DAYS EBOLA-FREE. STILL BANNED. THE RISK IS THE MAP, NOT THE VIRUS.

DRC now stands at 7,200 confirmed cases and 3,475 deaths on data to 12 September — up 258 cases and 126 deaths in two days — with 62 of 167 health zones affected across seven provinces (DRC INSP SitRep N°122/MVEBDB/13/09/2026, via ECDC, page updated 14 September 2026). WHO's DON617 of 10 September had it at 6,757 and 3,267 across six provinces on 7 September data. North Kivu, the province that touches Uganda and Rwanda, carries the outbreak's highest case fatality ratio at 65.4% and added 453 confirmed cases in 21 days (WHO DON617).

Now the part operators miss. You are tracking your own country's case count. What prices your rooms is the granularity of somebody else's map.

Every restriction written in this outbreak was written at country resolution. Rwanda denies entry to any foreign national who transited DRC within 30 days (Ministry of Health, Kigali, 22 May 2026). Bahrain, Jordan, Kuwait, Lebanon, Mauritius, Taiwan, Canada and the UAE all named DRC, Uganda and South Sudan as countries (Fragomen, 9 June 2026). None of them separates Ituri from Kinshasa, 1,600km apart.

Uganda has had no confirmed case since 21 June and was declared outbreak-free on 25 August (WHO AFRO) — 86 days clean on our arithmetic. It is still named.

🎯 So what: stop asking your DMC whether cases are falling. Ask one question instead — has any ministry moved from country-level to province-level language? That, not epidemiology, is the recovery signal. Restrictions arrive at the speed of news and leave at the speed of bureaucracy.

📻 STILL TRUE — Rwanda's 22 May notice protects its own MICE book in the same breath as it closes the airport door: "all activities within Rwanda continue as usual, including conferences, events, tourism." Study the drafting.

💰 COST PULSE — EPRA retained all three grades for 15 Sep–14 Oct (review announced 14 September 2026). Diesel landed cost rose 11.86% and was not passed through. The 8% fuel VAT expires 14 October, the day the freeze ends.

📅 WEEK AHEAD — WHO's next biweekly Bundibugyo DON is due on or about 24 September. Watch whether the province count prints at seven.

🎪 MICE WATCH — nothing newly confirmed today. Africa MICE Summit, Mombasa, 1–2 October, still sits inside the fixable-fuel window.

🔎 Blind spots and provenance: KCAA's eAIP and the Kenya Gazette portal again refused our crawler. Both recovered via mirrors on two queries each; nothing tourism-relevant in window. Africa CDC has published no September Epidemic Intelligence Weekly Report — the August edition is still the latest, so our continental read tonight rests on WHO and ECDC alone. For the record, our radar first observed DRC SitRep N°122 at 16:14 EAT today, three days after its 13 September date.
