1️⃣ YOUR POWER BILL FELL THIS MONTH. THE SAME GAZETTE ROUND CLOSED THE WAY OUT OF IT.

EPRA's September pass-through is KSh 4.16/kWh — fuel charge KSh 3.00, forex ~KSh 1.14 against KSh 1.32bn of exchange costs, WRMA levy 1.48 cents — on every meter reading taken in September (Gazette Notice, 18 Sep 2026). August was KSh 4.7027 (Gazette Notices 13172/13173/13174, 14 Aug 2026). Down 54 cents, 11.5%.

What everyone is missing: the cheap line is the reversible one. Thermal dispatch swings monthly; forex barely moved, and in August IPPs alone carried KSh 1.039bn of KSh 1.353bn. Meanwhile a separate notice the same week amended the Schedule of Tariffs 2023: net-metering customers are credited for half what they export, and feeding KPLC without approval is now "dumping", billed back at base tariff.

The grid got cheaper for one month. Leaving the grid got permanently narrower.

🎯 Reprice energy off September, not August. Then confirm in writing whether your inverter exports and whether your net-metering agreement is approved — that clause now has a bill attached.

2️⃣ CANADA'S EBOLA BAR ON UGANDA EXPIRES IN EIGHT DAYS

Canada's Quarantine Act measures were extended 30 days and run to 28 September, 23:59 EDT (Travel.gc.ca THN 549, modified 28 Aug 2026, read tonight). Foreign nationals in DRC within 21 days cannot enter Canada or board a flight to it; Uganda and South Sudan arrivals travel but quarantine 21 days.

Canada's notice still names four DRC provinces — WHO counts six, Sud-Ubangi made seven — and still says cases are reported in Uganda. WHO certified Uganda outbreak-free on 26 August, two days before that page was last touched.

🎯 Two Western regimes on Uganda expire eighteen days apart — Canada 28 Sep, the US order 11 Oct. Diarise both; tell no Canadian guest it has lapsed until a successor notice exists.

3️⃣ TANZANIA GAZETTED A $44 ENTRY INSURANCE. ZANZIBAR ALREADY CHARGES $44.

The Insurance (Inbound Travel Insurance) Regulations 2026 (Government Notice, 4 Sep 2026) require foreigners entering mainland Tanzania by land, sea or air to hold US$44 cover — 92 days, multiple entry, via NIC or partners. No cover, possible refusal of entry. EAC and SADC exempt. No enforcement date announced (Kenyans.co.ke, 18 Sep 2026).

Zanzibar has charged its own since October 2024: US$44 adult, US$22 child 3–17. On the published texts the schemes are separate, so a Serengeti-then-Nungwi trip reads as US$88 a head (inference, labelled). Kenya's version stays suspended by court (Gazette Notice 11492; heard 16 Sep).

🎯 Cost-variation clause into every 2027 Tanzania contract this week, and ask your Dar handler in writing whether a Zanzibar policy discharges the mainland rule.
