🌆 EVENING WRAP · Sun 4 Oct 2026 · Expert Brief

A thin Sunday for new rules and deals, so tonight leads with a missed notice that touches safari fleets, then the Mombasa MICE read-out and the US order clock.
━━━━━━━━━
1️⃣ TANZANIA OPENS A CUSTOMS AMNESTY FOR MOTOR VEHICLES FROM 2 OCTOBER TO 31 DECEMBER

The Tanzania Revenue Authority's public notice, issued in Dar es Salaam on 2 October, lets owners of vehicles that breached customs rules disclose and regularise them at any TRA office, paying all applicable duties and taxes (TRA public notice, 2 Oct). Covered breaches include misuse of temporary importation, a misstated year or model, altered VIN or chassis numbers, misapplied SADC origin rules, tax-exemption abuse and unauthorised structural alteration. After 31 December, TRA says it will pursue enforcement against non-compliant vehicles (TRA, 2 Oct). The notice does not mention tourism. Our inference: lodges, DMCs and transfer operators running imported or modified vehicles in Tanzania should audit their own paperwork before year-end, because the deadline falls in peak season.
🏷 Bush, Beach | Tanzania, Zanzibar | Confirmed | impact:risk
🎯 So what: have your fleet manager check import status, VIN records and any body modifications this month, and take advice before 31 December.

2️⃣ AFRICA MICE SUMMIT & AWARDS CLOSED IN MOMBASA ON 2 OCTOBER, WITH NO DELEGATE COUNT PUBLISHED

The summit ran 29 September to 2 October at the Tembo International Convention Centre, PrideInn Paradise Beach Resort, Mombasa, with the main conference on 1-2 October under the theme "Building Africa's MICE Ecosystem for Trade, Investment & Innovation" (KATA, 4 Oct). KATA's CEO Nicanor Sabula took Convening Leader of the Year, and AESATA was named Best MICE Association Congress (KATA, 4 Oct). No attendance figure or confirmed future congress was published. Treat it as a profile win for the coast's meetings product, not a booking signal.
🏷 City, Beach | Kenya | Confirmed | impact:watch
🎯 So what: coast venues should chase the delegates directly, and a convention-hotel rate sheet should be ready for any enquiry.

3️⃣ STILL TRUE: THE US ENTRY ORDER ON DRC, UGANDA AND SOUTH SUDAN LAPSES ON 11 OCTOBER UNLESS CDC RENEWS IT

The order took effect 11 September and bars foreign nationals who were in the three countries in the prior 21 days; US citizens with Uganda travel must use designated airports (CDC order via Visas Update, 16 Sep). Uganda ended its outbreak in July (allAfrica, 28 Jul), while DRC passed 4,000 deaths (The Citizen, 2 Oct). We found no CDC renewal or lapse notice yet.
🏷 Bush | Uganda, Rwanda | Confirmed | impact:risk
🎯 So what: keep flexible terms on US-source Uganda bookings until 11 October passes.

🏗 DEAL FLOW: No verified EA deal flow in the window. voco Nairobi Airport Suites (IHG, 25 Sep) and Elewana's Ngorongoro Explorer Lodge (4 Sep) already ran.

📻 ALSO TONIGHT
🇹🇿 Tanzania inflation was 4.3% in August, with transport 13.8% (Tanzania Invest, Sep); September's figure is not yet published.

📅 WEEK AHEAD EWURA's October fuel caps are normally out about 7 Oct (our inference). NISR's September CPI is due about 10 Oct. US order expiry 11 Oct. EPRA's next review is about 14 Oct (our inference).

🔍 BLIND SPOTS: Primary pages for UK, Canadian, German and French advisories, WHO, Africa CDC, KCAA and all five gazettes were not opened; searches found no in-window changes. The Kenya Gazette No. 175 (2 Oct) text was unreadable. INSP SitRep 141 was not parsed.
