━━━━━━━━━
1️⃣ Kenya confirmed a third Ebola case on 16 October, a 65-year-old woman already in quarantine since 6 October
She is a close relative of the first two patients and tested positive at the National Virology Reference Laboratory and KEMRI. All three cases sit in one family; one has died. Of 130 listed contacts, 127 (97.7%) are traced and in quarantine, three are still being traced. The Ministry sees no community transmission and warns more cases among quarantined contacts are possible (Ministry of Health via The Star, 16 Oct; WHO AFRO, 16 Oct).
Our inference: cases are surfacing inside quarantine, which is the system working, but contacts are watched for 21 days from their own last exposure, so new exposures can push the end date into November.
🎯 So what: keep staff briefings to the Ministry's wording and hold cancellation policies steady; no restriction on travel is in force.

2️⃣ Kenya's National Assembly passed a bill on 14 October keeping 8% VAT on fuel for 90 days
The Tax Laws (Amendment) Bill 2026 lets the Treasury CS add three more months, up to six in total. This settles the question we left open on 14 Oct. Senate and presidential assent are not confirmed (Kenya Times, 15 Oct, citing the National Assembly vote).
🎯 So what: budget diesel and transfers off the current EPRA ceilings, not a return to 16% VAT before mid-December.

3️⃣ WHO advised on 16 October against closing borders or restricting trade over Kenya's cases
Kenya reports no restriction on travel, trade or gatherings, with health checks at points of entry. The Star (16 Oct) adds a digital form and QR code for travellers from 10 high-risk countries and enhanced screening of their aircraft (WHO AFRO, The Star, 16 Oct). We saw no new advisory for Kenya after the third case.
🎯 So what: expect more questions at check-in from inbound agents on the 10-country form, not fewer bookings by order.
