A 2027 rate letter is an option contract, and East African lodges are writing it for free. September raised the price of that option.
Read the week as one position. A lodge signs a dollar rate card 12 to 18 months ahead, lets the guest cancel free for most of the booking window, and carries floating costs. Governments add charges that ignore occupancy. On 30 September Uganda reported diesel inflation of 42.5% and Kenya reported transport inflation of 15.6% (UBOS, KNBS). On 22 September Skift and McKinsey found 78% of travellers keep shopping after booking.
What everyone is missing: each problem has its own trade-press fix. But an option is worth more when prices swing and the buyer keeps shopping, and both rose together. A flat 5% rate rise does not reprice that. It raises the price of a contract the guest can still leave, while the owner keeps the fixed costs of an empty room. (Our inference.)

1️⃣ THE COST LEG REPRICED: UGANDA DIESEL +42.5%, KENYA TRANSPORT +15.6%
Uganda's diesel inflation was 42.5% in September against headline 4.6% (UBOS, 30 Sep). Kenya's headline rose to 6.8%, and core to 4.0% from 3.4% (KNBS, 30 Sep). Tanzania's shilling fell 6.7% year on year in August (Bank of Tanzania, 30 Sep).
🎯 So what: add a fuel or currency review clause to any 2028 rate card.

2️⃣ THE REVENUE LEG DID NOT MOVE: TANZANIA TRAVEL RECEIPTS +1.7%
Receipts for the year to August were US$4.39bn against US$4.31bn (Bank of Tanzania, 30 Sep). Zanzibar's August arrivals were 124,481, up 18% (Zanzibar statistician, 10 Sep). Different places and periods; they do not reconcile.
🎯 So what: in Zanzibar, charge a premium for flexibility, not discount for fill.

3️⃣ THE EXIT OPTION IS FREE FOR 126 DAYS
Safari bookings run 186 to 190 days ahead (Rhino Africa, 31 Aug); one Kenyan operator's ladder charges nothing beyond 60 days out (our arithmetic, one operator). Half of surveyed US travellers have switched a confirmed stay, a lifetime behaviour not a churn rate (Skift/McKinsey, 22 Sep).
🎯 So what: offer a firmer rate, and charge more for a flexible one.

4️⃣ FIXED CHARGES KEEP ARRIVING
Kenya deleted the VAT exemption on tourism-building services from 1 July (Finance Act 2026). Nairobi reportedly charges hotels KSh 2,000 per room a year, one outlet only (Kenyan Wall Street, 25 Aug). Tanzania's US$44 insurance applies since 1 Oct (GN 256).
