Canada keeps Uganda on its Ebola list, Tanzania's insurance starts tomorrow, Kenya's costs tick up.

Canada keeps Uganda on its Ebola list, Tanzania's insurance starts tomorrow, Kenya's costs tick up.
━━━━━━━━━
1️⃣ CANADA EXTENDED ITS EBOLA BORDER MEASURES TO 27 NOVEMBER, UGANDA STILL LISTED
Canada's 28 Sep notice extends by 60 days the suspension of immigration documents for people whose last country of residence is the DRC, Uganda or South Sudan, to 27 Nov; applications are accepted but not finalised (IRCC, 28 Sep). CP24 reports Uganda's own outbreak was declared over in late August (CP24, 28 Sep), and the UAE eased on Ugandans on 26 Sep. Our inference: source-market rules on Uganda are diverging, and a country's own all-clear no longer ends anyone else's measure.
🏷 City, Bush | Uganda, Regional | Confirmed | impact:risk
🎯 So what: Uganda-resident staff, partners or delegates bound for Canada are blocked to 27 Nov. We have not read PHAC's order on returning travellers, so confirm its conditions before advising Canada-source guests.
2️⃣ TANZANIA'S US$44 INBOUND INSURANCE STARTS TOMORROW, 1 OCTOBER
NIC's FAQ (read 30 Sep): US$44 per person, bought at inbound.nicinsurance.co.tz or on arrival; cover "excludes all foreigners who are residents of" EAC or SADC states, so the test is residence, not passport; a certificate "may be required" at entry. The FAQ is silent on whether a Zanzibar policy counts on the mainland, so the possible US$88 double charge stays unanswered (NIC, 30 Sep; GN 256, 4 Sep).
🏷 Bush, City | Tanzania, Zanzibar | Confirmed | impact:margin
🎯 So what: put the NIC link in every pre-arrival pack today and quote the charge as a per-person government cost outside the net rate.
3️⃣ KENYA'S INFLATION ROSE TO 6.8% IN SEPTEMBER, WITH TRANSPORT UP 15.6%
KNBS put annual inflation at 6.8% against 6.6% in August; food is +9.5%, transport +15.6%, housing and utilities +3.2% (KNBS via Capital FM, 30 Sep). Food and transport are your F&B and supplier-delivery lines.
🏷 City, Bush, Beach | Kenya | Confirmed | impact:margin
🎯 So what: add a cost-variation clause to 2027 Kenya contracts now, before the 14 Oct fuel-VAT and pump-price decisions.
📻 ALSO TONIGHT
🇪🇹 Ethiopian confirmed a 5th daily Addis–Entebbe flight from 2 Dec (AeroRoutes, 30 Sep).
🇺🇬 Kabalega Airport, Hoima took its first passenger flights on 27 Sep; handover to UCAA is expected by end-October (Independent, 28 Sep).
🇺🇬 Uganda's September CPI (UBOS, 30 Sep): monthly inflation 0.9% against 0.3% in August, annual 4.6% against 4.1%; food crops 7.0% from 1.2%, diesel 42.5% year on year (UBOS release via Red Pepper, 30 Sep). Rwanda's latest print is August's 15.7%, with restaurants and hotels at 15.6% (NISR via Pure Africa News, 10 Sep).
🌍 WHO AFRO's 30 Sep update on DRC's Ebola response: 1,510 beds, US$1.3bn 180-day plan; no spread to Uganda, Rwanda or Kenya mentioned.
🏗 DEAL FLOW: No verified EA deal flow in the window.
⏳ CATCHING UP: Emirates puts an A350 on Nairobi from 25 Oct (EK717/718, 298 seats, Kenya's first Premium Economy), announced 24 Sep (Emirates, 24 Sep).
🔍 BLIND SPOTS: hotelsafrica.org blocked to our fetcher (searched instead); Tanzania and Rwanda September CPI not yet published (their August prints are the latest); Zanzibar's health ministry shows only routine September items, none in the window. Sweep 50/50 logged.
