1️⃣ Kenya's first Ebola case came through Uganda, on a scheduled flight, past airport screening
A Kenyan who had lived in the DRC for seven years travelled by road to Kampala, then flew Jambojet JM 8523 Entebbe–Nairobi, landing at JKIA at 13:10 on Sat 3 Oct. He cleared routine Port Health screening, was admitted to Nairobi Hospital's isolation wing and died late on 5 Oct (Health CS Aden Duale, MoH statement via APO Group, 7 Oct; Kenyans.co.ke, 6–7 Oct; some outlets give 6 Oct). First count: 28 contacts, plus 23 passengers and 4 crew being traced. By 7 Oct, 57 contacts and 10 in quarantine; surveillance at 15 entry points (PS Mary Muthoni via Kenyans.co.ke, 7 Oct). Her line: "We do not have an outbreak; we have an imported case." WHO advises against travel or trade restrictions on Kenya, Uganda or DRC (Tedros, via People Daily, 7 Oct). health.go.ke could not be opened; figures are the ministry's, as relayed.
Our inference: what failed is screening, not borders. DG Patrick Amoth suggested medication may have masked fever; unproven. Uganda was declared Ebola-free on 27 Aug.

2️⃣ The UK did not raise Kenya's level on 7 October, only added Ebola detail
FCDO's Kenya page was updated 7 Oct with "new information about the detection of Ebola and measures taken by the Kenyan Government". The no-go areas are unchanged (gov.uk, read 7 Oct). The Star reports it notes enhanced screening for arrivals from Uganda, Ethiopia and DRC (The Star, 7 Oct). Canada's Kenya page has no Kenya-specific Ebola alert (travel.gc.ca, 7 Oct). The US entry order covers DRC, Uganda and South Sudan, not Kenya, and lapses 11 Oct unless renewed; we found no renewal (CDC, 11 Sep order). Germany and France not reached.
🎯 So what: tell UK agents the level did not move, and quote the line. Check US-market agents separately before 11 Oct.

3️⃣ Kenya's 2.79m arrivals are the base now being tested
Government Delivery Unit figures put arrivals at 2,792,875 and earnings at Sh564bn to June 2026 (period basis not stated); international MICE delegates 38,705 (The Star, 6 Oct). Our reading: a perception problem erodes city MICE and short-lead leisure first.
