Kenya confirmed a second Ebola case on 14 October, a 39-year-old relative already in quarantine
🌆 Evening Wrap · Fri 16 Oct 2026 · catch-up edition, covers 14–16 Oct
━━━━━━━━━
1️⃣ Kenya confirmed a second Ebola case on 14 October, a 39-year-old relative already in quarantine
Symptoms began 13 Oct; two labs confirmed it. Kenya now has two cases and one death. The first patient had 128 listed contacts: 113 traced, 108 in quarantine, 5 outside Kenya, 15 still being traced. The Ministry sees no wider community spread and no restriction on travel, trade or gatherings (Ministry of Health via Pulse Kenya and Medical Daily, 14–15 Oct).
Our inference: a case inside quarantine is the system working, but contacts are watched for 21 days, so the count can move into November.
🎯 So what: keep staff briefings factual and watch the Public Health PS's suspension of government meetings in hotels.

2️⃣ The US lowered Tanzania from Level 3 to Level 2 on 16 October
It had been Level 3, "reconsider travel", since 31 Oct 2025. Level 2 cites crime, terrorism, health (a new indicator), unrest and arbitrary law enforcement. Mtwara, on the Mozambique border, stays at "reconsider travel" (travel.state.gov, 16 Oct).
Our inference: the page is country-wide, so Zanzibar should inherit it; we saw no separate line.
🎯 So what: US-market sellers can drop the Level 3 caveat from Tanzania quotes now.

3️⃣ Kenya's EPRA lifted pump prices from 15 October: petrol KSh226.96, diesel KSh227.76, kerosene KSh219.85
Rises of KSh12.93, KSh9.90 and KSh28.49 respectively, valid to 14 Nov. EPRA's director-general Edward Kinyua blamed the Middle East conflict for higher import costs (The Star, 14 Oct). Diesel now sits above petrol. The VAT extension bill's outcome is not confirmed.
🎯 So what: re-cost transfer and generator budgets at about KSh228 a litre of diesel until 14 Nov.

🏗 DEAL FLOW: 🇺🇬 Mirima Kibale Lodge has opened: 10 forest cottages (8 suites, 2 family villas) on a ridge above Lake Nyamirima, about 16 km from Kibale's Kanyanchu centre, (Tourism Update, 16 Oct; operator release not seen). 🇺🇬 Kampala Marriott (181 rooms, opened 27 Aug) is valued at about US$167m, implied by NSSF paying US$50m for 30% (Billionaires.Africa, 15 Oct, citing New Vision; secondary).
📻 ALSO TONIGHT
🌍 EAC tourism ministers (Arusha, 15 Oct) adopted a 2027–2036 tourism marketing strategy and the brand "Visit East Africa: Feel the Vibe", urged faster hotel classification before AFCON 2027, and set the Single Tourist Visa study for 20 Oct, comments by 30 Nov (EAC, 15 Oct).
🇹🇿 StawiBluu, a US$18.5m EU and German programme run by GIZ, backs sustainable tourism and aquaculture across Dar, Bagamoyo, Unguja, Pemba and Mafia; launched 8 Oct (Tourism Update, 16 Oct).
⏳ CATCHING UP

📅 WEEK AHEAD EAC Single Tourist Visa study due 20 Oct; Kenya contact monitoring runs 21 days; US entry order on Uganda, DRC and South Sudan to about 8–10 Nov.
