━━━━━━━━━
1️⃣ Kenya recorded no new Ebola cases in the 24 hours to 22 October, holding at nine

Ministry of Health figures: all nine cases sit in one cluster. The index case died on 5 October; eight patients (four relatives, four health workers) are in isolation and reported stable. All 14 samples tested in the day were negative, all 135 contacts of the first case are traced, and the first group finishes 21-day monitoring on Sunday 25 October. 709,093 travellers have been screened at entry points, 3,107 in the latest 24 hours. Government says travel, trade and public gatherings stay unrestricted (Ministry statement 22 Oct, via The Standard 22 Oct 16:53 and The Star 23 Oct 06:52).
Our inference: one quiet day is not a clearance. The Standard notes anyone exposed to a later case is monitored from that later date, and the ninth case tested positive on 19 October after falling ill in quarantine (Citizen Digital, 20 Oct), so some clocks may have restarted.
🎯 So what: do not reprice or relaunch on a plateau. Keep flexible-rebooking terms and brief reception staff on the screening questions guests will meet at the airport.

2️⃣ Foreign government decisions, not Kenya's case count, now decide how many guests can travel
Three source-side measures landed in three days: the US raised Kenya to Level 3 on 19 Oct, El Salvador refused entry to travellers from or through Kenya, Uganda, Rwanda and Ethiopia on 21 Oct, and Ghana tightened Accra screening on 21 Oct (all carried in our 20-22 Oct editions).
Our inference: such rules are easier to impose than lift, and we have seen no published criteria for lifting any of them, so a flat Kenyan count will not reopen those markets by itself.
🎯 So what: ask each source-market agent which rule applies to their guests, then write the refund and date-change terms into the contract before peak-season deposits arrive.
